I've never stayed there but may have to this spring. Recommend a decent place.

Head north of NF, unless you like the casino and touristy stuff. I've stayed at the Days Inn right in the city, which is decent for a low end hotel, but I know there are B and B's in Lewiston and Youngstown. Plus, Artpark is up that way. Also, you're closer to Gorge trail access points along Robert Moses parkway that take you right to the river edge.

We took a last minute trip up there a few years back at this time of year, just to get away for a weekend, and we stayed in a suite here: http://www.qualityniagarafalls.com/ I'd never stayed at a Quality Hotel & Suites before, but I chose it because of the location (within walking distance to everything) and I was quite impressed. It was wonderful being up there off season!
