I gave them $20 to start. Then plan more once I see the fruits of this first phase. I still think the sunken garden is a setup for failure and should be at the tail end of the plan rather than the first.
A garden hidden from view, with more difficulty to maintain (very inconsistent light- because not only sunken, but against buildings that block the sun). The buildings along the race are empty... Once that museum is gone there will be nothing to bring in visitors to the race.
Is a garden enough to bring in visitors? businesses? No. Plenty of space outside of the city. Plenty of public gardens outside of the city.
Walking the crest of a large waterfall? Combined with the brewery and a picnic park, I can see that bringing in traffic.
