For the Oly C8080, which has a very bright lens, you definitely need a Neutral Density filter. I used to use a C8080 and sometimes I would have to stack a 4ND and an 8ND just to get the lens to slow down enough. When shooting waterfalls and to get the silky look you need a tripod, ND filters, and a slow shutter speed. Best days for waterfalls are cloudy and overcast also try shooting in the golden hours.
